ABSTRACT

It is common to every establishments companies parastatals and governmental agencies to have financial plans of what they are expecting as revenue and project execution on a yearly basis. This process is referring to as budget. Since budget is not restricted for adoption, Offa local government is not an execution .

This is why the researcher researched in an evaluation of budgeting process in local government administration, using Offa local government as a case study and revenue paper of the local government. The researcher was able to establish the importance of budget in an organization thus: it make organization plans for its revenue and project for execution.

INTRODUCTION

1.1 BACKGROUND OF THE STUDY

This process is based on evaluation of budgeting process in local government administration particularly a specified theory, adopted by any organization description of its nature and functions including the relationship between plans and budget. These outlines are also the components of plans and budget. Budgeting process leads to what is called “profit plan” which implies budget of a business company.

It shows that a company is expected to follow profit plan inorder to attin its aims and objectives. It is also obvious that budgeting process in local government aids allocation and distribution of resources income and expenditure such  in a financial year it is completely self contained since state are governed by “Laizze faire” principle.

This process of converting plane into a budget is called budgeting.Evaluation of budgeting process in local government administration helps to:-

1. Determine the level of standard of budgeting in a local government.
2. Nomtor the financial process of the local government
3. Show the current financial statement.
4. Give way to planning and control which encompasses the entire process of preparing the budget.

Budgeting is the planning and control of expenditure and is concerned with how a company, individual, firms and government plan and decide on whether, to when to and how to spend on longterm plans. In other word, it may be described as management decision exceeding one accounting year.

1.2 OBJECTIVE OF THE STUDY

These are some of the objectives of the study

• To find out whether the normal and standard process of budgeting are being followed.
• To find out how effective and efficient the closen methods in the local government is.
• How the budgeting process in local government aids in allocation of funds into various activities of government.
• Budgeting in local government provides the frame work of how resoureces, income and wealth would be distributed in attaining economic stability in the country economic stability in the country.

1.3  STATEMENT OF THE PROBLEM

Every existing organization plans execution of various projects especially as it concerns their needed finance which is usually planned yearly, the financial planning for a particular year on various plans is known as budget.

It is worthy of note that as important as budgeting is to an organization, it requires different process especially as it concern various programs of the organization’s existing departments. This research work is arrived at evaluating the budgeting process in local government administration with special focus on Offa Local Government Kwara State.

1.4 SIGNIFICANCE OF THE STUDY

Just as the common saying: ‘if you fail to plan, then you plan to fail’. Such is the significance of budgeting. It is considered relevant and significant with the following facts.

It assists the local government in its financial decision making and in achieving economic efficiency and effectiveness. In their crucial test of making allocation decision regarding funds, man power, plan and other available resources according to Drucker (1976) ‘economy is doing things cheaply, efficiency is doing thing the right way, while effectiveness is doing the right thing’.

It enable local government to ensure proper coordination of projects and get them well arranged in order of priority as regards the growth and development requirement of the local government.

Provides a greater assurance that the project will not be abandoned and that to a large extent costing mistakes will be avoided.

1.5 SCOPE OF STUDY

This study is based on the evaluation of budgeting process in local government administration. The study is limited to Offa Local Government. The following factors contributed to the limitation of the study.
