CHAPTER ONE

1.1 BACKGROUND OF THE STUDY

The Activities of the National Directorate of Employment (NDE) is basically on eradication of poverty. The reduction of poverty is one of the most difficult challenges facing any country in developing world where the average majority is considered poor. Evidence in Nigeria shows that the number of those within the poverty level increased very fast to 67% in 1996.

The National Directorate of Employment (NDE) is one of the agencies put in place by the Nigerian government to reduce poverty, NDE was established in 1986. it was created with the mandate of fighting the problem of unemployment in the country.

In this regard, it was expected to design and implement programmes for combating mass relief for jobless youths. In specific terms the mandate of National Directorate of Employment (NDE) includes the following;

Provision of vocational skills acquisition opportunities for young school leavers. This was provided through National Open Apprenticeship schemes (NOAS)

TRAINING;- Start your business training and know about business and training for worn on development.

Sensitizing the youths ad matured people through the culture of entrepreneur.

Training for rural employment incorporation element such as integrated farming and training scheme.

Job placement assistance, guidance and counseling.

Provision of transient job opportunities.

(g) Specific objectives of the small scale industries and graduates employment programme to ensure;

(i)To develop a pool of potential entrepreneur who are well equipped to start and successfully manage small and medium scale industries.

(ii) Uplifting the dignity of labour.

(iii) Upgrading the social status of the Nigerian youths.

In line with the above, this project work is an evaluation of the performance of NDE in the reduction of poverty in Nigeria. This is focused on the examination of how effective and efficient the NDE has been in the performance of its functions, and its role in the improvement of the standard of living of Nigerians. In fact, it looks at the contribution of NDE in transforming the social life of the citizen.

1.2 STATEMENT OF THE PROBLEM

In Nigeria, government efforts at poverty reduction have not succeeded in reducing poverty, some of the factors responsible forΒ  these failure lies in the nature which alienate and exclude the poor from decisions affecting their welfare programmees.

The politicization of policies aimed at poverty reduction and interplay of practices has often led to the displacement of goals and the objectives designed to theΒ  reduce the incidence of poverty coupled with this, is the problem of political instability.

Also inspite of the effort of the National Directorate of Employment to create jobs for the unemployed, unemployment appear to be on the increase in the country. The number of unemployed citizens increases as the days go by. It is spreading in an unimaginable way in Nigeria.

1.3 OBJECTIVES OF THE STUDY

The objectives of the study are to evaluate poverty reduction programmes in Nigeria particularly in NDE. The specific objectives include;

(a) To ascertain the nature and extent of poverty reduction through NDE in Nigeria.

(b)Β  To evaluate the nature and cause of poverty in Nigeria.

(c)Β  To unearth the challenges that NDE is currently facing.

(d)Β  To evaluate the previous poverty reduction programmes vis-Γ -vis their achievement and weakness.

(e)Β  To proffer policy recommendations based on the investigation made.

1.4 SIGNIFICANCE OF THE STUDY

As the wide spread of poverty has become an issue of concern even at alarming rate and increasing level of poverty world-wide. It has dominated discussions otherwise intended to focus on adjustment, democratization, environmental protection amongst others. At present more than one billion in the developing world continue to live in abject poverty and are struggling to survive on less than 33.70 a year, or a dollar per day.

The increase and high level poverty in the developing countries, Nigeria inclusive has serious implications on the world economy, hence, reducing poverty in Nigeria.

The effort towards poverty alleviation in Nigeria is of significant influence to Nigeria. This project work will be very useful to the policy makers in the country. It would serve as an adjustment to some poverty reduction tactics and techniques the country has adopted over the years.

In line with the above, this work will be very useful for further study in the area of poverty, techniques for poverty reduction as well as knowing the implications of poverty in a poverty situation society or nation.

1.5 SCOPE AND LIMITATIONS OF THE STUDY

The study intends to cover poverty reduction programmes in Nigeria particularly in National Directorate of Employment (NDE) from (1993-2003). The limitations encountered.

1.6 ORGANIZATION OF THE STUDY

This project is divided into five chapters as indicated below:-

Chapter one of this project work covers the introduction of the study, statement of the problem, objectivesΒ  of the study, significance of the study, scope and limitations, the organization of the study and the references of the study used in the project work.

Chapter two of this project work covers contains literature, the concepts of poverty, causes of poverty, effects of poverty in Nigeria, political effect of poverty in Nigeria social effect of poverty in Nigeria and economic effect of poverty in Nigeria, the theoretical framework and the references.

Chapter three emphases the research methodology, introduction, study of population and sample methods of data collection.

Chapter four deals with the data analysis and data interpretation, introduction, poverty situation in Nigeria, an appraisal of poverty reduction programmes in Nigeria. NAPEP, PTF and NDE, data presentation and interpretation and summary of findings.

Chapter five consists of summary, conclusion, recommendations and bibliography.
