CHAPTER ONE

INTRODUCTION

BACKGROUND OF THE STUDY

Statistics is a scientific method of collecting, organising, compiling, presenting, summarizing, analysing and interpreting numerical data with the aim of drawing logical conclusion from the field concerned.

As the topic implies; statistical analysis on unemployment rate in Nigeria, this project seeks to analyse data on unemployment rate in Nigeria.

Unemployment in Nigeria remains one of the most critical problems the country is facing. The rate of unemployment has been on the increase as a result of years of corruption, civil war, military rule and mismanagement of public fund which have hindered the economic growth of the country.

The rate of unemployment in Nigeria by 1963 was below 2% and by 1985 rose to 9.8%. The labour force survey of 1985 indicates a relatively low proportion share of wage employment position, while the civil service and parastatals accounted for 5% total job.

The organised private sector accounts for other 5% of the country’s labour force. The social and economic effects of high level of unemployment would ultimately manifest into antisocial behaviour such as armed robbery, prostitution, general state of illegality and insecurity among others.

Furthermore, the global economic crisis resulted on a lot of job loss globally and accordingly, many Nigerians previously in the diaspora have returned home and join the labour market especially from 2008 to date, which represents the year with the highest in new job seekers.

This has increased the natural unemployment rate to 23.9% in 2011, compared to the 21.1% in 2010 and 19.7% in 2009 respectively. It is deductible to say that the unemployment rate may continue to soar higher in the next future if government fails to address this critical challenge to the nation. Employment generating policies by the government would be necessity in attempting to curtail the rising trend of unemployment.

It is against this background that the federal government in the year 1985 set up the chukwara committee to design strategies to create mass employment opportunity. The committee identified from the survey, that the informal sector is characterized largely by low skilled, semi-skilled or unskilled labour, which all the workers distributed unemployment.

Verily, agriculture and other self-employment ventures. The committee also identified that over 75% of the employed are relatively skilled; in the class of secondary school leavers and post graduated whose ages are between 18 and 25 years.

The 23.9% unemployed are relatively within the class of skilled labour; but as well lacked the pre-requisite tools and support for self-employment; the situation above, led to an increased rate of crime, including drug trafficking, armed robbery, prostitution and incessant youth misdemeanours, political thuggery, social mistrust and intolerance, cold war in form of boko haram, leading to wanton loss of lives and properties.

This will also reduce revenue to the government and make the government to spend more on amnesty to the violent victims of the circumstances.

The committee therefore recommends to the government the establishment of an employment creation agency consequently, the federal government approved the establishment of the National Directorate of employment (NDE) in November 1986 and its program was launched in January 1887. Now this NDE has reduced the rate of unemployment from 1987 to date.

STATEMENT OF THE PROBLEM

In spite of the effort of the NDE and private sector organisation to create jobs, unemployment appeared to be an increase. In Nigeria various studies and surveys conducted by the national bureau statistics (NBS), National man power board (NMB), National populationcommission (NPC), national research institutions and universities at different times had given different rate of unemployment in the country.

This is due to the concept, definition and scope of coverage in time and space, addressing the demographical characteristics of the unemployed persons for target job creations initiatives. The coverage and geographical scope of many of the study is limited only to region states in the country even when the survey is a nationwide survey.

Job creation initiative and needs arising from such studies therefore, have the tendency to distort the real picture of unemployment rate, as there exist the urban and rural areas on one hand and quasi employment rate or under employment on the other hand.

Also, for job creation purpose, most of the studies have not established any degree of association between the demographic variation(age, education and unemployment aborting trade in the informal sector).

There has always been no comprehensive base line data on the characteristics of the unemployed persons in Nigeria on which the comparative analysis and policy guideline can be made. The National Directorate of unemployment in the quest for timely reliable policy intervention and relevant planning embarking on the registration of unemployed persons in all the 774 local government areas of the federation.

The exercise was intended to provide information and data for the NDE and other stakeholders in employment, to design new strategist for job creation, this has not solve the problem of unemployment in Nigeria.

OBJECTIVE OF THE STUDY

To determine if there is significant change in unemployment rate during the years of analysis

To predict the future unemployment rate

To compare the means of the unemployed persons by educational level and unemployed persons by age group.

SIGNIFICANCE OF THE STUDY

The significance of this research work is to serve as a base of reference to student who are intending to carry out research of the unemployment rate in Nigeria and is to use the research result to make proper decision on how to plan, organised and control the unemployment rate. This research also offer the opportunity to analyse the situation in Nigeria unemployment rate and to recommend a possible solution to the problem found in the analysis

1.5 SCOPE OF THE STUDY

This research work covers the unemployment rate in Nigeria from 2002-2016, and it covered a period of 15 years.
