abstract
Increasing trend in the population of people in urban centres of the world has led to high demand of property for various uses in these areas. Ilorin the sear of the government of old western region and currently the capital of Kwara State, is witnessing high rate of population increase. The rate of increase in population growth has led to increase in demand for property in Ilorin metropolis. In order to cater for the need of the people successful government over the years had tried to formulate and implement various polices on property development and due to unstable government and other factors, little or no success has been recorded. 
As a result of the private individual and corperate bodies have remained the greatest  for residential, and other estate his thesis search deeply into the challenges associate with private participation in property development (A Case Study of Ilorin) this study examine the challenges facing by private participation in property development using Ilorin metropolis, which consist of five local government as a case study and the study is divided into five chapters.

CHAPTER ONE

1.0 INTRODUCTION

Development according to section 22 of British Town and Country Planning of 1981 was defined as “The carrying out of building engineering, mining or other operation in on over or under land or the making of any material change in the use of any building for other land”.

This definition is as wide as it covers all activities that can be regarded as constituting any exercise that result into physical change of land and structures there on and under. Then, if there is removal of the word “mining” from the definition of property development, every other word in the above definition well fit into the definition of property development.

Property development can therefore be as the carrying out of any or all of above except mining with the purpose of producing building real estate properties. It is the process or act of producing buildings for occupation by bringing together the various factors such as land, building, materials, labour, capital and professional expertise.

Private participation are the private sectors that are not connected with government or public services. In Nigeria, private sectors that is, private individuals cooperation bodies and families have been providing a great housing stock, they are providing over 90% of housing development in the country.

  • 1.1 STATEMENT OF THE PROBLEM

    The researcher observed that there is a decline in private development in Ilorin metropolis.This observation is in line with the view of Kwara State Government which necessitated the policy statement of “Housing for all by the year 2020”. The state is trying to have some private developer come in into facilitating real estate development towards checkmating the decline.

Some or all of the following factors could probably be attributed to the challenges faced by private participation in property development in Ilorin metropolis. Such factors include: Geographical location, Economic base, land use Act, finance found and inadequate infrastructure.

1.2  AIM AND OBJECTIVES

The aim of this study is to examine the factors affecting private participation in property development in Ilorin, Kwara State


1.3 OBJECTIVE
To achieve this aim, the following objectives are set:

  1. To examine the types of property
  2. To identify factors affecting real estate development

iii.To examine the administration of property development in Ilorin

iv.To identify the various factors affecting private participation in property development in Ilorin metropolis

  1. To recommend possible solutions to identified problems.
  • 1.3 MOTIVATION FOR THE STUDY

This study is a very good appraisal framework for private participation in real estate development opportunity. It is very important since it creates awareness in the risk and uncertainties that can be involved in the real property development. A lot of literature has emerged in the development of real estates, recommendations and suggestions have also been made by some people especially in the estate profession. Yet, the factors affecting real property development by private developers in Ilorin metropolis city has not received the desired attention.

The studies enable the researcher to look into the various factors affecting private participation in property development and to proffer solutions in order to exploit prospect

1.4 SCOPE OF THE STUDY

The dissertation deals with various factors facing real estate development in Nigeria as a whole. But due to its wide nature the study focuses on the factors affecting private participation in property development in Ilorin Metropolis only

1.5 LIMITATION OF THE STUDY

A research of this nature inevitably face quite a number of limitation of varying magnitude. This project is not complete without making mention of some of the attendant limitations in the course of achieving a comprehensive project work. The limitations are as follows:

v Time is a major limitation among others

v Financial constraint some locations were not reached and some of the people interviews were looking forward to be tipped thinking that the project will earn the researcher instant monetary benefit.

v Some of the people interviews were not ready to give relevant data on what is needed.

v Most of the respondents were suspicious and reluctant in filling the questionnaire

v Lack of access to certain places where information could be obtained.

v Text book and Journals on related topic are not easily available.

In the height of these some vital information which could have been of linmess help to the success of the project were not fully utilized.
