CHAPTER ONE

1.1 OBJECTIVE OF THE STUDY

The major objective of this is to examine the various assistance rendered by industrial development centre to small scale industrialist exist entrappers and would be entrepreneur and see how it has contribution to their livelihood and the economy at large other objectives includes.

  1. Examining policies and objectives of industrial development centre with regard to entrepreneurial training and development.

2.To try as mush as possible to enlighten entre devived from visiting the industrial development centre.

3.Examine how adequately an entrepreneur responds to training other industrial development centre.

4.Examining the problem of industrial development in Nigeria by encouraging young and able bodies Nigeria to be self-productive.

1.2  SCOPE OF THE STUDY

The industrial development centre (IDC) in Nigeria is the centre of attention for which the stated objectives was examined. The focal points of discussion are the role of industrial development centre of entrepreneurial development. The time span of study covers between 1998 and 2004. Finally, it focuses on IDC at Oshogbo and selected entrepreneurs in Offa.

1.3  STATEMENT OF THE RESEARCH PROBLEMS

Despite the proliferation of the centre in almost all states of the federation, there still exist the problem of industrial development among our practicing entrepreneurs and the nation as a whole.

These problems could be grouped into three (3) categorises, manpower, financial and operational problems.

The oil fortune of the 1990s led Nigeria to pursue expansionary fiscal and monetary policies excess demand for imports and this aggravated Nigeria’s balance of payment difficult, from 1981, the collapse of the oil sector resulted in dividing foreign exchange reserves, while the demand for imports consumer goods and raw materials continued to rise.

The foreign exchange crisis resulted in strongest import and exchange controls to conserve foreign exchange. The measures led to declining industrial production because of the inadequate supply of imported raw materials. Due to the declining revenue from oil, government could no longer meet her fiscal expansion obligations and deficit financing was introduced. The combined effectives of these led to continue rising and dividing output.

Government ever since then, have been doing every thing possible to restore the economy to a path of sustainable growth and development. The industrial sector has been a key catalyst in this direction.

Government has been making frantic effort to integrate the urban as well as rural areas in its industrial development with, the establishment of some of these assisting agencies to help co-ordinate its laudable programmes for the would be entrepreneur and industrialist alike.

Despite the introduction of the entrepreneurship development programme in the National youth service corps (NYSC) Scheme to make them self-employed, with National directorates of employment (NDE) co-ordinating the programmes, these still exist the problem of  unemployment among our young and able bodies graduates. These are or leaders of tomorrow where do we from here?. And with increasing number of young and energetic graduates turning out yearly in our tertiary institute these days without job, one can predict what will happen in the next five years to come, robbery of course; yes, robbery will do the order of the day because man “survive”.

The researcher’s interest in this direction is to compliment government effort of industrializing and self-productive. I am aware of the fact that many entrepreneurs do not even know that there is an agency called industrial development centre let alone of its functions and objectives.

Some of theses fuctions and objectives of this work in a simple and presentable manner for eacy understanding. This research work will serve as a quide to would be entrepreneur as well as practising entrepreneurs in the country.

1.4 SIGNIFICANCE OF THE STUDY

The significance of this study is to address the problem of the entrepreneurial and industrial development in the rural areas. Industries in Nigeria today are mostly concentrated in the urban areas as a result of infrastructural facilities enjoyed in these areas but if we must develop economically, all parts of the country must be industrialized. This is what industrial development centre stand out to perform since its inception in 1975.

Global concepts are continually changing and the human resources factors has remained the most important forces for our world. Lack of adequate development of entrepreneurs and Nigeria economy at large.

With training and development programe facilities entrepreneurs’ and employee would be able to acquire more and new skills that would improve the work attitude, morale and better understanding of the job and would be able to perform better with increased efficiency and productivity.

Thus, this research is alive to examine the relevant of industrial development centre in entrepreneurial development with focuses on (IDC) of Oshogbo and some selected entrepreneur in Offa.

1.5 LIMITATIONS OF THE STUDY

The limitations encountered in the course of this work are financial constraints which hindered. The researcher to travel extensively to cover as many entrepreneurs in the country to hear their view about the performance of the industrial development centre in the country and lack of co-operation with some of the interviewed entrepreneurs to respond to question for this purpose of this study.

I have limited the research work to the industrial development centre at Oshogbo and some selected entrepreneurs in Offa town because of time constraint and to make the question distribution and administration easier. It is rather unfortunate to not that some of the interviewed entrepreneurs refused to disclose their annual turnover for fear of taxation. This has hindered the research intention of carryout accurate and good job.
