An Appraisal Of The Performance Of Kwara State Government On Housing Delivery

SYNOPSIS

Housing can be described as adequate shelter which embrace all the social service and utilities that make neighborhood a loveable environment. It includes all privacy, security, lighting and basic facilities. Technically, a house can be defined as a building or structural edifice comprising of walls with foundation, floors, roofs etc. which man lives thereby sheltering himself from the harsh effects of weather, wild animals and element.

Kwara State Government has established the company “Kwara Investment and Property Development Company Limited (KIPDC)” to better or enhance the standard of living or housing in the state. The company is faced with the challenges of providing or constructing new houses for the masses in order to reduce the population of people living uncomfortably or without good housing.

1.0      GENERAL INTRODUCTION

1.1 BACKGROUND TO THE STUDY

Nigeria is faced with problem of rapid growth in urban population. Added to this is the fact that majority of Nigerian’s population is poorly served by the present strategy of urban housing provision (Ajayi and Fabiyi 1984). In most developed countries, the housing (Shelter) section contributes significantly to the performance of their economy.

 

An increases in the housing market activities usually indicates a weakness in the economy, such countries have often increase investment in the housing sector as away of boasting domestic economic growth and as a tool to fight domestic recession (Zubaru and Yaril, 1996).

In Nigeria, there are various institutional arrangements for basic housing since both the Federal and State Government had established agencies and enacted legislation aimed at establishing a sustainable basis for providing housing for all income groups.

 

At the Federal level, institution such as Federal Housing Authority (F.H.A) Federal Mortgage Bank of Nigeria (FMBN) Ministry of Housing and Urban Development (MH& UD) and Urban Development Bank of Nigeria (UDBN) Plc was established. Similar policies such as employees housing scheme (Special Provision) decree 54 of 1979, National Policy on environment and legislation such as Mortgage Institution Decree No 3 of 1992 as well as the land use Decree of 1978 was enacted.

At state government level, housing corporation were established e.g. Oyo State property development corporation Osun State Property Development Company Limited. The promulgation of rent Edict that is a demand subsidy policy option that serves as an alternative to the supply side approach of public housing for low-income earners.

However, despite all these effort, the housing problem has remained seemingly intractable both in quantity and quality (Rubaru and Yari 1996).

Performance of Housing Corporation could be measured in terms of it’s capital base, number of service, plot provided, number of houses basic, number of people granted loan and number if rented accommodation provided for the citizenry. This study investigates the efficiency and effectiveness of the company in the provision of housing to the citizenry. In doing this, the period between 2003-2012 was chosen for evaluation.

1.1STATEMENT OF PROBLEM

It has been observed that majority of the people are living in poor housing or totally homeless even in urban centre to talk of the rural areas where the housing there is generally poor and very low in quantity despite all governmental policies to provide housing to the public.

This forms the basis of the reason why the researcher has chosen Kwara Investment and Property Development Company Limited (KIPDC) to establish / assess the rate of performance of the company on what has been done on housing delivery in Ilorin, Kwara State as a state – owned housing corporation.

1.2 AIM AND OBJECTIVES OF THE STUDY

The aim of this study is to assess the performance of Kwara Investment and Property Development Company Limited (KIPDC) on housing delivery in Ilorin Kwara State between 2003-2012.

The objectives of the study are

(a) To identify various property in custody of KIDPC.

(b) To examine the mode of operation of KIPDC.

(c) To examine the company’s performance in housing delivery in the state for the period under examination.

(d)To examine the constraint that hindered the performance of Kwara Investment and Property Development Company Limited and provide and appropriate recommendation to the constraint.


1.3 SIGNIFICANCE OF THE STUDY

The significance of the research work is to prepare a basis for further and future research work on the subject matter. The work of Elegbede (2002) concentrated on investment performance of residential properties in Osun State using Oroki Housing Estate as a case study. This study examined residential properties as a good forms of opportunity in real estate as compared with other forms of capital investment.

 

This research measure investment performance in term of income and capital growth average annual return land risk adjusted return but he did not consider how Osun State Housing Development Corporation could invest in the area as means of providing quality and quantity houses for its citizenry in Osun State.

Zubari and Yari (1996) wrote on effort at achieving efficient housing delivery. They work did not examine the performance of any of those institution or agencies. Hence, this project is to bridge this missing gap in order to fulfill full answer to housing delivery problem facing the various Housing Corporation in Nigeria.

1.4 SCOPE OF THE STUDY

The discipline supply of this study is to examine the housing delivery performance of KIPDC between 2003-2012 within Ilorin Township. The company was chosen because of the fact that its one of the oldest housing corporation authorities in Nigeria.

 

The housing corporation was merged with Kwara Investment company legally in 1995 but the physical merge was manifested in 1998. The function of KIPDC can be grouped into 2(Investment and the Property Development Section) in the study attention was on the property section because the property section is involved in housing delivery within the structure of the company.

Moreso, in studying the performance of the company, the number of housing project either for sales and letting and number of residential plot provided within the period of study was used to determine the performance of the company while parameters like economic rent or true rental value of rented accommodation, true market value of house for sales were not considered.

1.5 LIMITATION OF THE STUDY

In the course of this project, the major limitation encountered are time constrain, secrecy, finance and problem of data collection. The research work was carried out during the normal lecture time and other academic demand. The cost of moving about in order to get information for the research is limited, which cannot be over emphasized.
