The Role Of Local Government In Community Development

Nigeria is a creation of British colonialism before 1914 when the northern and southern protectorates and the colony of Lagos were amalgamated in to the colony protectorates of Nigeria it was composed of numerous kingdoms, eminent and cities of which were completely independent of the other.

This local administration in many part of Nigeria was conducted by traditional chief and village councils before the imposition of colonial rule. For example in the north the well established flourished under the emirs in the west the constitution of obas dominated the Yoruba kingdoms and the cast, populist village councils formed the basic for local administration.

1.1INTRODUCTION

In 1950, the local government ordinance was promulgate to establishment in English pattern of three tier of local government in eastern of Nigeria in 1952 and the western region which was amended in 1957 for the established until 1954.

Local government the third tier government in this country and it’s therefore a part of the frame work of administrative authorizes.

The three tiers are the federal state and local government, ordinarily all local government otherwise known as local authorities in the country should be directly elected by the people in ability the area.

The local governments are also expected to work close conjunction with the state and federal government for the betterment of their people in the community, hence local government may be closely defined as a public organization authorized too decided and administered a limited range of public amices with in a relatively small territory which is a ub-division of a state or national government, it is the bottom of a pyramid of government institution, with the national government at the top and intermediate government occupying the middle range.

Normally local government has general jurisdiction and is not confined to the performance of the specific function service.

This simple definition obscure wide vain action in local government administration, in the social science, there is no universal acceptable definition of local government there are the definition of local government according to the 1976 local government resolution R.F Fola `1984 local government as a political sub division of the state a nation which constituted by law and local sustained control. Over the local affair including the power to imposed tax or exerts labour for prescribed purpose. Local government can be also being said as the body of the people who are elected by the electorate to governing the represent public office and perform the administration duty at the grass root level.

According to J.S .Billan, he defined the local government as an institution to any organization or agency which has the residence of population occupying the defined that has a local by the organization and governing body in the past local government largely in term of their formal structures. This is the united state great stress was laid on the question whether a local government had a major with broad executive power or a major who little more than a presiding officer of the city council whether the council member divided among themselves administrative responsibilities for the several aspect of local government or whether the council employed a professional executive agent of administer the city affairs and be committable to the councils.

The formal structure of local government is important as it can be the character of a body i.e. a council, broad, commission or committee, it is legislative body usually elected which perform the traditional legislative function of debate, criticism, information, dispensation, investigation, and legislative of the by law. Me innovative proposal emerges from local legislative bodies, but normally their functions are passive, the local government has the following essential service to provide for it people as it functions:

1.  Good drinkable water, supplied through borehole, better transportation and good roads provision of health services, and generation of revenue to meet capital project and overheads.
2.    Security protection of life and properties of the people inconjuction with armed forces.

iii.  Provision of public convinces e.g. public toilet. Borehole, market buried ground.

1.  Agriculture for producing cash and food crops provision of street light at the local level, information and educate the people in the community. Provision of sholter, slab and house.

1.2 STATEMENT OF PROBLEMS

The problems encountered in this study arise from the fact performance is some difficult to quantity measure or compared.

Concrete evidence the period compared available to enable the period compared there figures are even available for comparison the comparison may look walk because certain institutional factor of traditional origin distort the basic their quandary. For instance factor like good house facilities as know. In modern cities which elite like teacher need and could contribute to their effective performance of their duties are lacking in many rural areas say in Kogi, Edo and Borgu local government areas. These facilities are more than adequate in area like omu-aran, offa, Ajase-ipo and so on.

Another problem or limitation of the concept of performance. Which are more or less relating to locally part of the country.

1.3 PURPOSE AND OBJECTIVE OF THE STUDY

The main objective of the study is to examine the role of local government in community development,

It also examines how the administration of local government has greatly impact on the life of the people at the grass root.

This project will also look at some problem associating with the running of local government and make suggestion for remedy.

1.4  SIGNIFICANCES OF THE STUDY

The significance of this study is to determine the role of local government council as it affects the social economic development of the nation.

The knowledge of the significance of local government will not only give compressive understanding of what local government stand for it will also serve as a source of increased knowledge stands for it will also serve as a source of increased knowledge to administration financial policy maker and scholars in their day to day activities much as the goods of creation of local government in bringing government closer to the grass root is welcome ideals the journey to attain its lofty goal for socio-economic community development of the who is not an easy task.

Hence this write up also attempt to focus on source of these obstacle hindering or which are encounter in the attainment of these noble cause. Showing the interrelationships existing between the state government and local government which are very crucial to the national economic transformation it serves on information material to show how Offa local government areas has farced since its creation. The work also serve as a source of information to researchers and scholars who may wish to in dept into way in which  local government administration serves as an antennal to national transformation.

It also identifies how the challenge of the local government related to the function which are called upon to perform and the resources which are placed at their disposal.

1.5 SCOPE AND LIMITATION OF THE STUDY

For the scope and limitation of the study they are intend to cover roles of local government in community development in the social-economic development of the nation which emphasis on the Offa local government area is continue only to it historical background function how the state council has forced in some national programme like provision of health care delivery, advancement of the local government various command projects, like building of road, provision of drink able water are also within the confine of his project.

The study is also limited to the resources gathered from books and personal observation of the writer to obtain comprehensive information on the subject matter of the project.

Time factor and inadequacy of fund are other contributory factor for the limitation.

1.6 DEFINITION OF TERMS

v Local Government: can be defined as the government at a lower level established by law to perform specific function within a defined area.

v Community Development: Community Development can be defined as a structure intervention that given communities greater control over the conditions that affect their lives. Community development works at the level of local groups and organization rather than individual or families.

v Government: According to oxford advanced learner dictionary, government can be defined as a group of people who are responsible for controlling a country or a state.

1.7 ORGANIZATION OF THE STUDY

For analytical simplicity, the research work is divided into five chapters; chapter on includes, Introduction, statement of problem, purpose and objective of the study, significance of the study, definition of terms, references.

Chapter two cover definition local government, theoretical frame work, structure of local government, objection of local government, problem of local government, the need for community development, references.

Chapter three include sample and population of the study, sources of data, method of data analysis, research problem.

Chapter four comprises data presentation; the role of Offa in community development, the problem facing Offa local government through was the development of local area, causes of inefficiency in Offa local government, effect of inefficiency in Offa local government, solution to the problem facing Offa local government in their community, references.
