GENERAL INTRODUCTION OF THE STUDY.
1.1 INTRODUCTION
Rural development implies on the motivation or modernization of subtown within the local government which are very far away to the state or regional government. Local government authority uder the 1963 republic and constitution were independent bodies created by the regional government. Local government were more appendage with little or no authority for independence action to state administration that created and appointed them.
Rural development for the use in the country should be potential solid foundation on which a nations development is built.
More so, rural development should be seen as the cornerstone of development process of any nations. The raising of the third tier in its to have at least half determination living condition in rural areas. An effective local government is better placed as a government at the grassroots reducing the level of rural proverty for the development of rural areas in the world of rural poverty for the development of rural areas in the world of education scheme, involves a through going transformation of social and structure and expensive and external mobilization and motivation of the masses.
However, a government that is far away from day to day realisties of rural arms is unlikely to be equipped with the tasks of rural development.
Rural development as part of local development administration shall be discussed in subsequent chapter ahead.
1.2 STATEMENT OF THE PROBLEM
The scope of this study is the chosen case study, which is Ilorin Local Government and its rural environment. The topic entailed a very wide range but gracefully limited to a local level. However, there are relevance and similaritieS in a various local authories, management principles and organisation performnace but to major concern is rural development.
However, in this research work fact are at the best and accurate and much relevant to the topic chosen.
1.3 PURPOSE/OBJECTIVES OF THE STUDY
To know local government administration services as the agent of community development.
To know the historical background of the ilorin west local government.
To know the constraints or problem facing local government at rural development.
To moment solution to the problem
To justify through the visible infrastructural development.
1.4 SIGNIFICANCE OF THE STUDY
Prior to the 1976 local government inform in Nigeria. The system of local government authorities in the country was cumbersome and diverse each state practiced its own system most local authorities were still financially weak and weeded caparison on their revenue base. In most case, local government areas are faced with a lot of responsibilities and functions even self generated resources are insufficient compared to the needs.
It dutiful tast under the law and guideline are to provide social and economic need for its people to ascertain the validity and genuinely in development of rural areas of Ilorin West Local Government as regards development in rural areas. The distribution analysis of social and economic activities for the rural areas and its populance.
Relatively, we are to know what part and roles local government played faster and aid rural development or otherwise it both concept to not have any linkage it would be noted that local government have functions and responsibilities whih are performed or based on temporay circumstance.
1.5 SCOPE AND LIMITATION OF THE STUDY
The scope of this study is within the confidence of ilorin west local government with eighty (80) respondents.
Limitation includes sone of the consulted local government staff who were relunctant to say anything, some officials chose not to be spoken out these responded were convervative on some core issues, only few responded objectively.
