Assessment Of Manpower Development In Public Co-Operation



The background development of manpower can be traced back to 1948 in the united state of America elme winter, was one of most keepers of manpower records, culture and values which was passionately committed to manpower values for dignity of people and meaning fill role of work in their lives.


The history of manpower has been one of the struggles for recognition of a development and was started by a few group of people who came together to fight for the right of a development, they were known as the trade unions.

CHAPTER ONE
1.1 BACKGROUND OF STUDY

Nevertheless, throughout the nineteenth century, there was a gradual growth in the skilled union, after 1948, the union increased their member ship and labour relation act of 1970s which extended their right.  From 1946- 1949, the union movement was at its strongest stage.

In the early 1980s unemployment was the front on page news and staff were also laid off in some organizations, even as the nation was considering the problem of unemployment, some managers are complaining about short comings shortage of workers.

The job market in America is changing the technical their workers which is one of the main concerns that are the responsibility of human resources management in an organization but to day, there has been an increasing need for manpower in an organization, in order for the staff to organization which leads to the human resources department so there fore, manpower has come to play an important/vital role in the economy development of every nation in the whole universal.

1.2 STATEMENT OF PROBLEM OF THE STUDY  
Manpower development in public co- operation has long been abused for the fact that there is deficiency in administering human resources in a public co- operation of this country due to neglect, lack proper and functional knowledge towards the job people ought to perform and lack of general experience and how to tackle any problem arising in an organization.
            
 This problem occurs due to improper recruitment from the beginning and also selecting of employee and also lack of manpower training and development techniques to the organization and replacement of a worker often on suspension, dismissal or leaves so as to suit the absented worker.
             
This project will plan and identify some of these factors, how to solve and their influence or contribution in the improvement of manpower productivity.

1.3AIMS AND OBJECTIVES OF THE STUDY
The aims and objectives of this study is a creating of a personnel problem solving guide in the area of manpower development training and planning the objective is relating in each of these personnel leems to treat a means and the mean point uncover lapses in case of those polecus are already in existence but not in operation

1.4 SIGNIFICANCE OF THE STUDY
As either stated in the introduction from the previous papers, it is apparent that there is enough justification to necessitate a study of this nature that will examine what effective manpower development policies if managed and applied could play in our organization and factor militating against manpower development policies, to aid management in achieving a realistic relationship both internally and externally as well to realize the ultimate objectives which an organization is set up to achieve.

This study intends to guide and help from basis in which manpower development policies could be divided by manager personnel administration in the public sector of Nigeria as a whole.

1.5 SCOPE OF THE STUDY
Manpower development policies might be as vital as attainment of profit by an organization.
This therefore, under the line, it’s important to affect the organization management which form the basis of this study by ascertaining role it could play in an organization
The main target of the research work is to access manpower in a public co-operation
The geographical scope is how manpower is needed and the role which they perform in different department in an organization most especially in the area of human resources.

1.6 LIMITATION AND CONSTRAINT TO THE STUDY
It is expected that study could have covered the enter business organization in Nigeria public co-operation is been utilized to enhance business activities but have been limited to study radio Kwara, Ilorin due to financial and material and even used in the study of management of radio Kwara. Ilorin and was
able to release there are data, but could not release all their required information for the fear of exposing their business to the outsider.
           
So, the researcher did all he could do to authentic through the dynamic economic situation in the country affecting the study.
