CHAPTER ONE

1.1     Background of the Study

The advent of computer Technology has brought relief to repetitive tasks and has helped in the better management and origination of data.  Information management system can be applied to any system that facilitates storage, management and retrieved of data and information required for some particular application within a computer system.  This makes it easier for data to be handled or managed.

The stadia staffs have been finding it so difficult to manage information as it happened to be in the existing system where everything is processed manually, the operators find it difficult to store, locate or retrieve information when necessary especially the issue of processes and information of facilities used in the stadia are the major problems, all this processes contributed in a great extend in managing the income for the stadia management.

The event schedule in the stadia plays a vital role, information and processes about how event is being scheduled between the two stadia that have to be manage properly is also one of the major challenges face in the existing system. Therefore, this project is aimed at designing a system that is capable of managing information and processes between two stadiums and the scheduling of events in order for the stadia management to have efficient and accurate control over the overall management of the stadia.

A well equipped computer-based system will be design to handle the above existing challenges of the stadia management information system. And also proper report of the schedule event will be properly computerized and generate a report to facilitated immediate and efficient decision by the stadia management.

1.2  Historical Background of the Case Study

National Sport Commission is located at 1st Floor Annex 2, Federal Secretariat; Shehu Shagari Way Maitama Abuja Nigeria. The organization of formal sports dates back to 1910 with the introduction of empire day competition which was organized on inter-school basis. The establishment of mission schools in different parts of Nigeria assisted in the development of sports in that era. Though most of the sports were alien to Nigerians, they were welcome because the served the common goal of recreation, entertainment, social mobilization and promotion of unity in diversity.

The involvement of government in sport dates back to 1962 with the establishment of the National Sports Council, which functioned under the Federal Ministry of Labour. This was later replaced by the National Sports commission with the promulgation of decree 34 of 1971.Realizing the importance of sports, Government in 1975 upgraded the National Sports Commission to ministerial status and appointed a Minister of cabinet rank to oversee its affairs. In 1991, the National Sports commission re-emerged with the promulgation of that year.

This body which became a parastatal under the Ministry of youth and sports was mainly responsible for the administration of sports in the country through the National Sports Associations. This project will used National Sports Commission (NSC) as its case study i.e. is the apex Federal Government Agency under the Ministry of Youth and Sports charged with the responsibility of implementing the policy and programmes of the Federal Government with respect to sports administration, management and facilities development.

This proposed system is aimed at providing software that will assist NSC to manage information and processes of Abuja and Kaduna stadia for efficient scheduling of sport event and activities in the stadia.

            1.3 Motivation

Following the problem encountered by the organization (national sport commission), which is, lack of effective management of information pertaining to the stadia and scheduling of events, improper management of stadia facilities, time consuming in processing of immediate information for effective management decisions. Therefore, it will be a great motivation if a computer-based information system will be applied to handle the above existing challenges of the manual system and also to provide computerization of processes using information technology that will eliminate the problems facing the existing system.

            1.4  Purpose of the Study

This research work portrays what it hopes to achieve in the course of this project which is aimed at reducing the work of stadia operators, managers, and individuals.  Furthermore, the purposes to be achieved are as follows:

(i)  Study the present way of making the stadia facilities be up to standard.

(ii) Design a new system that will be more convenient and efficient, which will take care of difficulties encountered in the previous manual system.

(iii) Design a new system that will enable the organization in the scheduling of each event to be held in the two stadiums.

(iv) Design a system that will make access to record or information about the stadia’s easier.

            1.5  Methodology

To achieve the above aims and objectives of this proposed system, a research must be conducted; the goal of every research process is to produce new knowledge or understanding of a topic or issue at hand. Therefore, this project employs the use of interview, written publication and observed method collecting data, as these methods will provide relevant and reliable information needed for the research. The hardware require are computer system and its peripherals (i.e. printer, Scanner, etc) and the software require are Visual Basic 6.0 and MS ACCESS.

           1.6 The Scope of the Project

In This proposed system, the research will cover the management of two stadiums as a lot of events take place in both stadia i.e. management of information, proper management of facilities and scheduling of events. This research work will be based on the above mention toward the implementation of stadia management information system. Information of the stadiums staffs will not be covered in this research.

            1.7 Expected Contribution to Knowledge

The design of the system is expected to be cost effective but beneficial to stadia.  The design will reduce the problem facing by the management of events and facilities and their operators of national sport commission (NSC) organization. The implementation of this proposed system will contribute immensely as the National Sport Commission will have:

  1. To provide smooth operation of information and management of facilities to the required events.
  2. To enhance management decision as the information access is easier.
  3. To demonstrate the use of computer-based system in management of stadiums facilities to an   advance level.

Provide accuracy and efficiency in the overall management of stadia facilities and event management.
